With a very large membership and strong interest was recorded from the audience, were closed today Monday, May 29th, the tasks of the information event for the Greek residence licensing program to third-country nationals (Golden Visa Program), organised by the Enterprise Organization Greece (www.enterprisegreece.gov.gr) and the Migration Investment Council (http://investmentmigration.org), the Hotel Grande Bretagne. The event was attended by more than 350 executives of the property market, banking and the broader business sector, as well as representatives from legal offices involved in the program.

The event greeted with opening speeches by the State Secretary for Economic Affairs and development, Mr Pitsiorlas Stergios, and Deputy Minister of immigration policy, Mr John Balafas. Addressing the mass audiences, Mr Pitsiorlas underlined that the Greek programme is an important development opportunity for the country and it expresses, as their respective European programmes, Europe must remain an open society always identified with high level of security and democracy.

In his speech, Mr. Balafas pointed the development perspective of the program, and the significant potential for increasing the level of foreign direct investment in the country. He also stressed that the Ministry of immigration policy is oriented in making quick decisions and processes, to enable investors and to avoid administrative delays.

Then took Mr. Mark Stannard, Managing Director of the company, Troy Hudson, o who joined a detailed review and comparative analysis of the European Golden Visa programs. Specifically, the programs of Latvia, Portugal, Spain, Hungary, Cyprus, Malta, the United Kingdom and Austria. The presentation focused on investment options they offer, as well as their strengths and weaknesses. In relation to Greece, the important point that emerged is that the Greek programme is ranked in first place together with that of Latvia, offering the most competitive input costs (250,000 Euros).

He followed Ms. Nadine Goldfoot, Member of the Advisory Board of Investment Migration Council, which referred to the different models of programs that have been developed internationally, noting that simplicity contributes to the attractiveness of a program.

Finally, the first part of the event ended with his speech Dr. Juerg Stefen, Group Chief Operating Officer of Partners & Henley, who identified in detail the factors that affect the success of a Golden Visa programme, mainly focusing on features such as the investment options offered, the incentives provided to international agents in order to promote effectively the country's international position and its attractiveness as a destination.

The event continued with panel discussion, which was moderated by Ceo of Investment Migration Council Mr Bruno L'ecuyer. The Panel was attended by Greek side Dr. Athanasios Vitsentzatos, Rapporteur/Legal Expert Migration of the Ministry of immigration policy and Dr. Angela Michalopoulou, Director General of the Agency's Investment Enterprise Greece.

In his speech Mr. Vitsentzatos referred to the advantages of the Greek Golden Visa program in which classified the possibility of non-obligatory presence of the investor in the country, the permanent nature of the license with the only condition the possession of the property, extending the programme to ascendants and descendants of the investor-owner, and the prospect of developing additional business initiatives and the inclusion in part of the programme relating to investment activity.

Finally, Ms. Michalopoulou mentioned in detail in the promotion that has designed and implemented Enterprise Organization Greece for the program since its inception. These include the presence in targeted international exhibitions in target countries, conducting investment seminars with the aim of highlighting the advantages and benefits of the formation of informational-promotional material in various languages and the support existing and prospective investors in procedural matters.

In closing, it is worth noting that based on the latest available statistics that keeps the Ministry of immigration policy (30 April 2017), the Greek Golden Visa program shows an upward trend with residence permits for homeowners have formed at 1,684, while overall, including family members, at 4,095. In the ranking of countries of origin preceded by China with 701 licenses for copyright owners and family members with 1,693, followed by Russia with 357 and 751 respectively, while the third place is occupied by Egypt with 84 licenses owners and 191 for family members. Extremely important shows the presence of Turkey, where there is an increase of about 50% from late February to late April.

Ένα από τα πιο ανταγωνιστικά προγράμματα στην Ευρώπη

Με πολύ μεγάλη συμμετοχή και έντονο το ενδιαφέρον που καταγράφηκε από το κοινό, ολοκληρώθηκαν χθες Δευτέρα, 29 Μαΐου, οι εργασίες της ενημερωτικής εκδήλωσης για το ελληνικό πρόγραμμα χορήγησης αδειών διαμονής σε πολίτες τρίτων χωρών (Golden Visa Program), που συνδιοργάνωσαν ο Οργανισμός Enterprise Greece (www.enterprisegreece.gov.gr) και το Investment Migration Council (http://investmentmigration.org), στο ξενοδοχείο Μεγάλη Βρετανία. Στην εκδήλωση συμμετείχαν περισσότερα από 350 στελέχη της αγοράς ακινήτων, του τραπεζικού και ευρύτερου επιχειρηματικού τομέα, καθώς και εκπρόσωποι νομικών γραφείων που δραστηριοποιούνται στο Πρόγραμμα.

Την εκδήλωση χαιρέτησαν με εναρκτήριες ομιλίες τους ο Υφυπουργός Οικονομίας και Ανάπτυξης, κ. Στέργιος Πιτσιόρλας, και ο Υφυπουργός Μεταναστευτικής  Πολιτικής, κ. Ιωάννης Μπαλάφας. Απευθυνόμενος στο πολυπληθές κοινό, ο κ. Πιτσιόρλας υπογράμμισε ότι το ελληνικό πρόγραμμα αποτελεί σημαντική αναπτυξιακή δυνατότητα για τη χώρα και εκφράζει, όπως και τα αντίστοιχα ευρωπαϊκα προγράμματα, την ανάγκη να παραμείνει η Ευρώπη μια κοινωνία ανοιχτή ταυτισμένη με το πάντοτε υψηλό επίπεδο ασφάλειας και δημοκρατίας.

Στην παρέμβασή του, ο κ. Μπαλάφας επισήμανε την αναπτυξιακή προοπτική του προγράμματος, και τις σημαντικές δυνατότητες που προσφέρει για αύξηση του επιπέδου των Ξένων Άμεσων Επενδύσεων στη χώρα. Τόνισε δε ότι το Υπουργείο Μεταναστευτικής Πολιτικής είναι προσανατολισμένο στη λήψη γρήγορων αποφάσεων και διαδικασιών, ώστε να διευκολύνονται οι επενδυτές και να αποφεύγονται διοικητικές καθυστερήσεις.   

Στη συνέχεια, το λόγο πήρε ο κ. Mark Stannard, Managing Director της εταιρείας Hudson Troy, o οποίος προσχώρησε σε μια αναλυτική επισκόπηση και συγκριτική ανάλυση των ευρωπαϊκών προγραμμάτων Golden Visa. Συγκεκριμένα, παρουσιάστηκαν τα προγράμματα της Λετονίας, της Πορτογαλίας, της Ισπανίας, της Ουγγαρίας, της Κύπρου, της Μάλτας, του Ηνωμένου Βασιλείου και της Αυστρίας. Η παρουσίαση εστιάστηκε στις επενδυτικές επιλογές που προσφέρουν, καθώς και στα δυνατά και αδύνατα σημεία τους. Σε σχέση με την Ελλάδα, το σημαντικό στοιχείο που προέκυψε είναι ότι το ελληνικό πρόγραμμα κατατάσσεται στην πρώτη θέση μαζί με εκείνο της Λετονίας, προσφέροντας το πιο ανταγωνιστικό κόστος εισόδου (250.000 Ευρώ).

Ακολούθησε η κα Nadine Goldfoot, μέλος της Συμβουλευτικής Επιτροπής του Investment Migration Council, η οποία αναφέρθηκε στα διαφορετικά μοντέλα προγραμμάτων που έχουν αναπτυχθεί διεθνώς, επισημαίνοντας ότι η απλότητα συμβάλλει καθοριστικά στην ελκυστικότητα ενός προγράμματος.

Tέλος, το πρώτο μέρος της εκδήλωσης έκλεισε με παρέμβασή του ο Dr. Juerg Stefen, Group Chief Operating Officer της Henley & Partners, ο οποίος προσδιόρισε λεπτομερώς τους παράγοντες που επηρεάζουν την επιτυχία ενός προγράμματος Golden Visa, εστιάζοντας κυρίως σε χαρακτηριστικά όπως οι επενδυτικές επιλογές που προσφέρει, τα κίνητρα που παρέχονται στους διεθνείς agents ώστε να προωθείται αποτελεσματικά, τη διεθνή θέση της εκάστοτε χώρας και την ελκυστικότητά της ως προορισμό.   

Η εκδήλωση συνεχίστηκε με πάνελ συζήτησης, το οποίο συντόνισε ο Διευθύνων Σύμβουλος του Investment Migration Council κ. Bruno L’ecuyer. Στο πάνελ συμμετείχαν από ελληνικής πλευράς ο Δρ. Αθανάσιος Βιτσεντζάτος, Rapporteur/Legal Migration Expert του Υπουργείου Μεταναστευτικής Πολιτικής και η Δρ. Αγγέλα Μιχαλοπούλου, Γενική Διευθύντρια Επενδύσεων του Οργανισμού Enterprise Greece.

Στην παρέμβασή του ο κ. Βιτσεντζάτος αναφέρθηκε στα πλεονεκτήματα του ελληνικού προγράμματος Golden Visa στα οποία κατατάσσονται η δυνατότητα μη υποχρεωτικής παρουσίας του επενδυτή στη χώρα, ο μόνιμος χαρακτήρας της άδειας με μοναδική προϋπόθεση την κατοχή του ακινήτου, η επέκταση του προγράμματος στους ανιόντες και κατιόντες του επενδυτή-ιδιοκτήτη, καθώς και η προοπτική ανάπτυξης επιπλέον επιχειρηματικών πρωτοβουλιών και η ένταξη στο σκέλος του προγράμματος που αφορά στην επενδυτική δραστηριότητα. 

Τέλος, η κα Μιχαλοπούλου αναφέρθηκε λεπτομερώς στις δράσεις προώθησης που έχει σχεδιάσει και υλοποιήσει ο Οργανισμός Enterprise Greece για το πρόγραμμα από την έναρξή του. Σε αυτές συμπεριλαμβάνονται η παρουσία σε στοχευμένες διεθνείς εκθέσεις σε χώρες-στόχους, η διενέργεια επενδυτικών σεμιναρίων με στόχο την ανάδειξη των πλεονεκτημάτων και των παροχών του, η διαμόρφωση ενημερωτικού-προωθητικού υλικού σε διάφορες γλώσσες και  η υποστήριξη υφιστάμενων και υποψήφιων επενδυτών σε διαδικαστικής φύσης θέματα.

Κλείνοντας, αξίζει να σημειωθεί ότι βάσει των τελευταίων διαθέσιμων στατιστικών στοιχείων που διατηρεί το Υπουργείο Μεταναστευτικής Πολιτικής (30 Απριλίου 2017), το ελληνικό πρόγραμμα Golden Visa παρουσιάζει αυξητική τάση με τις άδειες διαμονής για ιδιοκτήτες ακινήτων να έχουν διαμορφωθεί στις 1.684, ενώ συνολικά, συμπεριλαμβανομένων και των οικογενειακών μελών, στις 4.095. Στην κατάταξη χωρών προέλευσης προηγείται η Κίνα με 701 άδειες για ιδοκτήτες και 1.693 με μέλη οικογένειας, ακολουθεί η Ρωσία με 357 και 751 αντίστοιχα, ενώ την τρίτη θέση καταλαμβάνει η Αίγυπτος με 84 άδειες ιδιοκτητών και 191 για μέλη οικογένειας. Εξαιρετικά σημαντική εμφανίζεται η παρουσία της Τουρκίας, όπου παρατηρείται αύξηση της τάξης του 50% από τέλη Φεβρουαρίου έως και τέλη Απριλίου.
